East Turkistan People’s Association Constitution

About us:

There is a huge change coming in the world politics while Chinese invaders in its peak to oppress people of East Turkistan. East Turkistan People’s Association was established aiming to represent people’s will of freedom and independence of East Turkistan and to promote the justice, equity and unity.

1. Our principles and procedures are democratically established based on United Nation’s guidelines and resolutions.
2. We established a political decision-making committee; any kind of political decisions and projects will be made by this body after widely discussed and approved.
3. Our association fully supports the multicultural, multi-ethnic and diversity of our homeland and its people.
4. Our main priority is to expose the Chinese invaders’ crimes against humanity in East Turkistan and tell this atrocity to the governments of the world including the Japanese government, and also inform the general public and NGO around the world.
5. We will establish a diplomatic tie with states and non-state actors in order to liberate our people from Chinese invaders.
6. We will deliver brochures/pamphlets, signs and placates free of charge to the individuals or the group who organised peaceful rallies around the world, and we will also provide the letters to be given to the local governments.
7. We will provide standard letters to the individuals or the groups who want to send their letters directly to their local governments, local MPs, local NGOs and celebrities.
8. Any candidates who wants to be part of this association will undergo a security check then will be appointed.
9. Serving members of the association will undergo a half-yearly security check.
10. We welcome all prospect members regardless of their ethnicity/race, religion and nationality, their main responsibilities include financial support, to vote or participate election and actively partake in our events.
11. Prospect members should hand in their application in order to join our association, people who don’t want to share their personal information with us but willing to help us financially don’t need to apply.
12. Managing our finance will be conducted according to the states’ financial system. There will be one accountant and one administration personnel will be appointed.
13. Our revenue will be audited by a total of six people whom our people nominated and trusted, and also should have been undergone the security check (three from Japan and the other three from overseas).
14. Our budget

• Expenditure for office rentals.
• Salary of our workers.
• Costs of the events and activities organised by our association.
• When we become financially stable, we will be financially supporting other associations which represents true political desire of peoples East Turkistan.
• All types of meetings organised by our association.
• Expenditure of our staff such as their accommodations and daily expenses, then diplomatic and governmental meetings.

15. We will inform the whole world about our people’s desire for independence of our beloved country East Turkistan through our available resources in order to restore the independence of East Turkistan.
16. The headquarter Our organization’s will be located in Japan where they have advanced education system, strong economy, developed society and culture.
17. Members in Japan will have monthly committee meeting.
18. We welcome everyone who is against the Chinese invaders crimes against humanity in East Turkistan under the condition of accepting our principles and protocols; people from all walks of life in diaspora regardless of their ethnicity, nationality or religious beliefs including doctors, patriots, loyalists, community leaders, business people, intellectuals, youths, engineers and those who have courage and ambition to restore the independence of East Turkistan also welcome and they all must submit our constitution.
19. The monthly membership fee will be collected from our members around the world.

• Stable income: $10
• Students: $5
• Group fee: $30
• Supporting members: $10
• Members from low-income countries: $2

20. The minimum fee will be applied in accordance with the above requirements, and there is no higher limit, supporters can pay as they will.
21. Members Certificate will be distributed to each member.
22. East Turkistan People’s Association will issue warning to those who harm the political ambition and political activities of the association, those who make the political error. Some people maybe expel from the association according to their level, they will be discussed in the committee meeting and will announce to the public.
23. Our association will function professional, we have an office and we employ people.
24. Treasury of East Turkistan People’s Association will be established to restore the independence of East Turkistan nation.
25. Treasury/Capital will be collected as follows:

• Membership fees.
• Donations from government and non-government organizations.
• Individuals and businessmen.
• And other charity and foundation organizations.

26. Our associations legitimized official website and other social media accounts will be established according to the international law.
27. Treasury will be recorded and it will be transparent, it will be reviewed and reported to the committee every three months.
28. There will be branches of the association in other countries.
29. East Turkistan People’s Association can open a bank account on its name, can buy or sell the property and do all sorts of legal business as it is an international lawful association.
30. There will be only one authentic stamp under the name of East Turkistan People’s Association.
31. There will be only one logo made under the name of East Turkistan People’s Association.
32. If there is a need to change our rules and regulations under the different circumstances, on the basis of not changing the constitution, there will be a public survey. The decision-making body of our association will discuss the matter and will announce the public.
33. If our members found guilty of bribery or fraud, or political misconduct, they will be reported to their local court to deal with this behaviour.
34. If any of our members decide to terminate their membership, they need to articulate their reason to leave in their application. They should respect the confidentiality, should not disclose the internal information and serving members even after they left the organization, if they reveal the inside information, they will be considered as offenders and be reported to their local authorities.
35. There will be a signed contract of responsibility between the member and the manager.

Our constitution comprised of above 35 articles lawfully registered in Japan and constituted with the discussion and reflection of founding members of the association. One copy of this document was given to the Japanese Government.
